need to calculate ne/PY and ne/100py

i have a new requirement to create an AE table in that the counts are 

NE- Number of events 

PY =Patient years.

 the requirements are 

If event – person time ends when the event occurred

If no event, person time is the entire study time for that patient

Please help on this

Dear Team,

Iam creating a table and the table needs to show nE/100PY calculations , below is the requirement 

1.If event – person time ends when the event occurred

2.If no event, person time is the entire study time for that patient

 if event i am calculating ASTDT-TRTSDT 

and if no event ( no AEs) those patients we need to create from ADSL RFENDT - RFSTDT

 how to proceed with this ,is there any macro available
