match two tables with a common var

Dear all,

In the attached two files , there is a common variable NAICS. I need to add I-o code from file NAICS-IO.txt to file "NAICS97.txt". Note: file NAICS-IO.txt has a column NAICS, but the values expands to several columns in some cases.

is there a easy way to do this match in SAS?
