looping keywords between two sas table

Hi Guys, I want to ask how to use looping to match the keywords of two sas tables in which one table contains all the raw data and the other one contains the keywords that needed to be matched with the raw data sas table.

The index() function can be used to find strings in another string. Use it in a where condition in a proc sql join.
