How many titles can a report have?

Maxim 1: Read the Documentation, in this case the documentation of the TITLE Statement.

A maximum of 10 title lines can be specified.

There are ten title statements, however you can add more text in a variety of manner and customize it to your heart's desire, via ODS TEXT or PROC ODSTEXT.

You also can use footnotes

You can also include line breaks in titles.

Style=[Pretext='some string'] can also imitate titles an may be more flexible than titles for multiple table output

If specifically using Proc Report you also have Break before or Rbreak that may emulate titles.
