filtering output data

Hi I need help with below, i need to use proc sql to exclude rows where ('user_type' =user AND amount > 0 )

DATA HAVE                                            DATA WANT

user_type            amount                       user_type                 amount

user                     500                             system                     200

system                 200                             user                         -300

user                      -300                            system                    -300

system                 -300

user                      1000
