In UNIX, you can do something similar by setting an environment variable to the name of an existing directory:

mkdir /tmp/saslib
export SASREF=/tmp/saslib
/sas/install/SASFoundation/9.4/sas

In the SAS session, library SASREF will be available without executing an extra LIBNAME statement.
