Big differences in survey select are selection methods, the automatic generation of weights associated with the selected sample, stratification and a whole bunch of other stuff. Using ranuni or similar you have to do the coding for those items yourself.

The seed values are basically so you can repeat a sequence as needed. Exact values mean little outside of that context.
