date format

Does anyone know what kind of date format is this? 

index(issued_date,'F8'x) ^= 0        or

index(issued_date,'E4'x) ^= 0

The INDEX function only applies to character variables so it is anyone's guess what might type of date might be stored in it. Have you looked?

You are scanning a string for two characters.

Depending on the encoding, E4 is probably ä (latin small letter a with diaeresis)
