I would like to create a database like this:

 

id           value

1            0

1            2

1            3

2            0

3            0

.....  

.....

5000      0

5000      1

5000      2

5000      3

 

Can you please help me?

Assuming that you want a SAS data set this is one way:

data want;
   do id = 1 to 5000;
      do value= 0 to 3;
         output;
      end;
   end;
run;
