creation of the define.xml/pdf and data submission package

I need help in learning how to create the define.xml/pdf file that go with the SAS transport datasets for regulatory submission. Once I have the transport files, what do I do?? I need to set up the process just to see how it works, I can take it from there once I see it! There seems to be many ways some very complicated, to do this... Is anyone familiar enough to give me a hand?

I suggest that you repost this in the Health Care forum: https://communities.sas.com/t5/Health-Care-and-Pharma/ct-p/sas_health_pharma there are other postings about DEFINE.XML and you may find more people who are creating the file and doing clinical trial submission in that forum.
