When I run this code I get an error

ERROR: Open code statement recursion detected.

What is the reason please?

Bit hard to say if the error gets thrown by the code you show us without seeing the SAS Log.

You could try:

%put %nrbquote(&month_list);

Please supply your dataset in a data step with datalines. I suspect you have macro triggers in variable x.
