Hi,

I think it is a very long and tedious process, and hopefully someone already wrote in SAS and is willing to share it.

This website provides code in PHP, but the gist of it should tell you the several conditions that you need to apply, such as, is the year a leap year, how to convert the months from Hebrew to Gregorian, the weekdays...and so on.
