I am working an a data set with millions of observations, how do I, using a card statement input all those observations?

Don't.

 

If you have the data in text format, read it from there.

If it is already a SAS dataset, no further input is needed.

 

We can help you better if you specify how (in which format) you get the millions of rows.

And provide sample lines if you need help with an input statement.
