Sorry, your question is too broad and has nothing to do with SAS.  Define is a CDISC model definition document based in XML, therefore any XML editor will be able to deal with it.  "Review" could mean anything, if you need to use it in your code, then either XMLmapper tool or read in text (I also note SAS Drug Development can read these).
