I have 2 files that look like this:

I need to merge them in base SAS so I get the following:
CustID ContcatID PlanID
1 1 A
1 1 B
1 1 C
1 2 A
1 2 B
1 2 C
1 3 A
1 3 B
1 3 C
You might lookup Cartesian Products in SAS.
