a condition for identifying characters in a value

Hi!  I have a variable COMB that have values in 0,1 code.  Is there a way (using contains, where, index or something) that would allow me to do this:   if a value contains <=4 (1's) to output to a new variable (COMB_1)?

data have;

format comb $ 5.

datalines;

10111

01001

01000

00000

11110

11111

;

If countc(comb,'1') le 4 then <do what ever>;
