A lot more information is needed.

Exactly what steps are followed to try to open files within SAS? Please be specific and detailed, leaving nothing out. Exactly what happens? If there is an error message, what is the exact unedited word-for-word error message?

What is the file type of these files that can't be opened?

What is the SAS user interface being used (Base SAS, SAS/Studio, Enterprise Guide, etc.)?
