Trying to link insider filings to permno

Hello, Does anyone have an insight to how to do this cleanly?  I need to link insider filings to permno.  I've been told I need to download the msenames (or mfenames?) data set, but am not sure how to do that. Thanks!

how would you link data from one database with data from another database?  i need to sync up the entries across two databases into one master list, sorted by one unifying variable.
