To make X/Y axis label of SAS Graph editable in word document without any updating code

I need to develop a line graph in RTF where reviewer can edit the X/Y axis label manually.
so the requirement is to have labels which should not embedded in a single image of plot but should be displayed as text just like title and footnote.
I have tried using imagefmt = emf option but getting plot along with labels as a single image.
