TOR browser: SAS University not running

Hey all,

after I unsuccessfully tried all applicable methods to change the language of SAS University. Now I have installed TOR browser, safety level standard, firewall off, language U.S. and tried to open http://localhost:10080. 
I got the error:
connection failure
firefox can't connect to the server of localhost:10080

What can I do to open SAS University with TOR, please?

My students report they have the best experience with either Chrome or Firefox as the browser. This is also my experience.
