In the default key settings, is there a difference between the end; command (set to F3) and the submit command (set to F8)?

They are essentially the same although there are some slight differences (the SUBMIT command allows inclusion of buffered text). What they do depends on what is the active window (display manager panel) when the command is issued (either thru the key or the command line/box). In the Editor both will submit your program. END was designed as a window control command and SUBMIT as a program control command.
