1. proc compare is the data comparison utility in SAS. The underlying data engine does not matter.

2. proc copy from a SPDE library to a V9 library.

SPDE tables tables present many advantages over V9 tables though, so be sure that's actually what you want.

So this means, we use Proc Copy to convert SPDS files to normal SAS Datasets. or using libname <libref> SPDE <path> can also produce the same result? I have a small doubt in it.

You can't compare <files> using PROC COMPARE, it will compare the data set as an object, regardless of the physical files. But perhaps you mean data sets/tables rather than files?
