PICTURE is a way creating a custom format for use in other procedures. The details are in the online help under PROC FORMAT.

It allows such things as selecting the number of digits to display depending on specific or range of values, placing characters at the beginning or end of the displayed values and for dates and times selecting parts of the value such as year, day of month, mon, hour, minutes in specific orders and with additional characters imbedded.
