How do I restore SAS to it's original state?

i.e. procedure templates, startup view, everything

Not sure if this will restore everything, but take a look at:

I would try renaming the SASUSER library as most of your session customizations reside there. SAS will recreate it with defaults from SASHELP on the next restart.

Are you just talking about during a single session? The only sure way is to close SAS and start it again.
