Yes.  The exact same way as you normally use it.  The method you use the submit the code should not matter.

As long as you have SAS/CONNECT licensed, RSUBMIT will work once you have established a remote CONNECT session (SIGNON statement).

The interface you use to write and submit code is irrelevant with regards to the availability of code elements.
