Try something like this:
** Begin code ********************************;
data test;
input ID NO Name:$1;
Names=scan(_infile_,3,' ');
Ages=scan(_infile_,4,' ');
do i= 1 to 100;
name=scan(Names,i,',');
if name ne '' then do;
age=input(scan(Ages,i,','),best.);
output;
end;
else leave;
end;
drop i names ages;
datalines;
3 10 a,b,c 10,11,12
2 11 e,f,g 11,15,16
12 12 w,r,t 1,2,3
14 13 p,m 4,5
15 14 a,b,c,d,e 1,2,3,4,5
;
run;

** End code ********************************;
