I received a format file from other people but can’t open because it was created in a different system.  I wonder if there is any way to read without requesting the source to produce a transport file or something (this is a format library from years ago).

Format catalogs are very version-specific. Request the code that created the format, that is always non-version-specific.

Otherwise you'll need to go the transport file route, and I suggest you immediately create a control dataset from the format once you have it.
