for BASE SAS Certification you need to start prepration with :

1. Learning SAS by example - Ron Cody

2. Base SAS Procedures guide

3. Step by Step programming with Base SAS

4. SAS Certification prep guide.

I will suggest that you need to do RnD with each important word of these books by google....

you can search importan docs here : http://support.sas.com/documentation/

You don't need to have the certification datasets mailed to you. You can run the program found on this web site http://support.sas.com/publishing/cert/ where you will find a link to the Base Guide and the Advanced Guide.
