I am using SAS 9.4 running on Linux to select rows from a DB2 database that is hosted in Z/OS.  The documentation for READBUFF for 9.4 is here: https://go.documentation.sas.com/?cdcId=pgmsascdc&cdcVersion=9.4_3.4&docsetId=acreldb&docsetTarget=p....

That page lists the default for DB2 "under" UNIX and PC Hosts differing from DB2 "under" Z/OS.  Does DB2 "under" Z/OS refer to when DB2 hosted on Z/OS or SAS using a DB2 client on Z/OS to access a DB2 database that is running on any platform, Z/OS or other OS?

I can't answer your concrete question BUT I'm almost always changing the default to something higher for any database in cases where I need to read more than only a few rows.

What setting works best depends on your environment. I'd just run a test with different values to determine what works best.
