Program Help with ICD-10 code

Hey I am having issues with a program written to group diagnosis codes on a dataset I have. 

This is how the program is written without my input 

FILENAME INRAW1 'Location of CSV file, DXCCSR_v2021-1.CSV'  lRECL=3000; 
LIBNAME IN1 'Location of input discharge data'; 
LIBNAME OUT1 'Directory to store output file';

Then this is how I input it. band.csv is the dataset I want to convert using the program.

FILENAME INRAW1 '/folders/myfolders/DXCCSR_v2021-1.SAS'    lRECL=3000;
LIBNAME IN1 '/folders/myfolders/band.csv';
LIBNAME OUT1 '/folders/myfolders/ICDtest.csv';

but it is saying IN1 and OUT1 do not exist. Thanks for you helo

LIBNAME statement is used to point to a directory where you have or want to create SAS datasets.

Your program is pointing them an CSV filenames.
