The SASHELP.CARS data set is included with most SAS installs by default. So for the first question I would suggest actually running the code and you'll see very easily.
Do have any of the documentation links installed for SAS?
Even for the 2nd question, running the code on ANY data set (you might have to change the variable names in the code) ought to yield the right answer.
