What is it doing (once you fix the problem of missing semi-colons) — this is a great example of applying Maxim 4  — try it yourself. You can use data set SASHELP.CLASS (lib=sashelp and data=class) if you don't have that particular data set.

It throws a syntax ERROR. Once you properly terminate the PROC DATASETS statement, it is equivalent to
proc contents data=staging.baselii_boc;
run;
Note that PROC DATASETS supports run-group processing and has to be terminated with a QUIT statement.
