quit;run;
C:\Users\1234567\AppData\Local\Temp
can i place this path to my libname by using program?

Your statement is wrong. You have to give a name in the LIBNAME statement.
libname name "C:\users\1234567\appdata\local\temp";
Side comment: don't put user created data sets inside of APPDATA on Windows. Put them somewhere else, like DOCUMENTS, which is a place designed for user created data.
