I want to print a heading for my program at the beginning of the output, like TITLE "Program 1.1".
How do I do it?
Should Title always be embedded in a PROC block?

I think you are asking how to set titles for the OUTPUT that your program produces?
You cat set titles any where, just watch out where you set them relative to the RUN or QUIT statement.
title1 'My Main Title';
title2 'SASHELP.CLASS';
title3 'PROC PRINT';
proc print data=sashelp.class; run;
title3 'PROC MEANS';
proc means data=sashelp.class; run;
title2 ;
title2 'SASHELP.CARS';
