Playaround with Merge

I have 2 data set Test and Prod. I have to compare both and get the list of common shipment which is available in test and prod but the rate value differs and then I need the list of shipments which is not matching.

Please help me with a code.

And this has to be done with a merge statement or are you allowed to use proc compare?
