Password protect an EXCEL file in sas without X command

Can  we password protect an excel file in SAS.X commands are disabled. Is there a way we can password protect a file.

Short answer: no.

Neither PROC EXPORT, LIBNAME nor ODS EXCEL provide an option for this.
