How can we get different column headers for each page in a same report for different sub-groups?

What code have you tried? Within one table, when you have a multi-page report, you typically have the same column headers for every variable on every page. You can get around that with Macro processing, but then you'd need a way to determine how many rows per page you were going to have.
Within one PROC REPORT step, you can't change the column headers without either modifying the data somehow or using SAS Macro processing. You have not posted code or data or your desired output. So it's hard to provide more constructive examples or advice.

If the header is actually the value of an ACROSS variable then then the header can change.

Post more specifics to see if that helps you or not.
