Check option OUTDESIGN= :

proc glmselect data=cars outdesign(addinputvars fullmodel)=SplineBasis;

What would you expect to be stored in the dataset?

Please at least show the code used to create the B-spline values or function so we have some of chance of providing a solution that uses the approach you used.

proc transreg data=have design;
model bspl(x / nknots=2);
id id amount;
output out=spline_design;
run;

I wanted to store the interaction between spl(x) and amount into SAS data set.

The goal is to output the interaction as a design matrix, not an analysis of the spline effect of a predictor in the model.
