Open failure for zip file

I am running an established program against a new zip file with the ZIP infile method.  SAS9.4 & Win10 (x64).  I get the following error message:

ERROR: Open failure for F:\CASPER Data\CASPER197\CMSQ197.zip during attempt to create a local file
       handle.

The zip file opens fine in Win Explorer and WinZip; where I can then open the various files with the appropriate software (UltraEdit, Adobe Acrobat, etc.).

Any and all thoughts would be appreciated.  I have not provided source code in part because the code has run successfully before.
