One Rsubmit with mutliple download vs mutliple rsubmit with one download each

I have two option to code. I think option 1 is better, but need suggestion which option is better.

Along with that Is there any heavy cost for rsubmit.

The "cost" for an rsubmit is negligible. Code is transferred to the server side in text form, that's all. The tcp/ip connection stays open all the time, so there's no overhead.
