Ideally, you should also cite/attribute other sources, such as

  • Blog posts
  • SAS Community articles

People spend many hours creating, programming, and writing helpful articles. When they post them on the internet for anyone to use, they are freely contributing their time and intellectual knowledge to the community. A citation is a way to thank them for their efforts.

Using someone's work without attribution is a kind of intellectual theft known as plagiarism. A general rule of thumb is "when in doubt, cite." It costs you nothing, and it acknowledges the author's work.

Most papers have contact information and include emails. If that is the case with your paper/article you can contact the author(s) and request permission. In some cases it is even stated in the paper/article that code is shared so it can be reused for the benefit of the user community.

Yes. You should acknowledge the author's contribution in any public talks or written presentations.

Yes. Contributors retain copyright (so acknowledge them in any public citations) but they contribute to these conferences with the understanding that any content/code is allowed to be used/shared for any purpose.
