Can we access a DMN service using REST APIs from SAS Enterprise Guide ?

What's DMN? Is it Decision Model and Notation from RedHat? That's all Google could tell me.

If so, then the answer is yes using the REST approach documented here, and use PROC HTTP like cURL within your SAS code.
