I can still select a block of text with Alt-drag, but if I delete it, everything between the start and end characters of the block is deleted, including all lines crossed by the block.

I can still copy the block, paste it, drag it, but not cut it or delete it. Any hidden setting that I broke and can't find?

under 9.2.2
the Alt-copy selection is pushing right the existing code at a place when deponed anywhere.
i have no problem in cutting or suppr/del , eventually selecting a new alt-copy
and using ctrl-z as retro/back processing
i never use alt-drag
it is indeed working once but reworking upon sems to be with risk

btw, I use version 9.1.3, not that it makes a difference, probably.
