I want to create a qualification frequency table but I want the table to have
Department ,qualification observation and percent.

You probably should show some example data and what this "table" would look like.

 

Another procedure may also be more appropriate than Proc Freq depending on the actual result.

You only list two variables so what makes you think you have many variables? Where and how do those variables come into the picture? If you cannot share real data, please feel free to use SASHELP.CARS, SASHELP.CLASS or SASHELP.HEART as your example data.
