I'm not sure what you're looking for as an answer to that.
So here is a link to the LOCK statement in SAS Documentation.
What do you want to use it for? Please note this wont prevent SAS dataset locking errors caused by other jobs or users if that is what you want. It will allow you to have exclusive update access to a dataset while the LOCK is active though.
