How to merge two table side by side without any common columns?

I have two tables like these -

Table 1

Col_a Col_b

   a       b

   a       b 

Table 2

Col_c Col_d

   c       d

   c       d 

 I want to merge these tables like this-

Table 3

Col_a Col_b Col_c Col_d

    a        b          c        d

    a        b          c        d

A simple data step MERGE without a BY does this.

This is exactly what the Merge Statement does without the By Statement.
