There are many publications on the matter though, so I suggest you start by reading them for a few days or weeks. 

After that, if you need clarification on some points, come back here and ask specific questions.

If you need to ask such questions, your best bet is to hire a consultant, and learn from what he/she is doing. And take the necessary courses from SAS to first learn the basics and then administration. Be prepared to spend several weeks there.
