How to use the Two-Part Model to replicate expenditure TABLE 3?

I have attached a Word file, inside has the screenshots of:

1. Sample of Table 3;

2. Statistical Analysis screenshots (the process how to think);

3. The COST/Expenditures variable I/you may need;

I'm a total newB of SAS, I don't know how to begin with.

I know the difference among Model 1 and 2 and 3 is 1 is unadjusted; 2 is adjusted with some variables; 3 is with more variables,

but I only know I should merge the 8 files first. And what's next?

What PROC XXX should I use?
