I would hazard a guess that perhaps someone has removed the SAS Trusted User as a member of the Table Server Administrators group.  In my SAS 9.2 installation the Table Server Administrators group has 2 members: SAS Truster User (a user) and SAS Administrators (a group).

Hi Paul,

Thanks for reply, you are correct, however we already added the Trusted User (SMC) and restart all the servces, still getting the same issue.

Any suggestion.

If it's still an issue then I'd suggest contacting SAS Technical Support for further assistance. The removal of the SAS Trusted User from the Table Server Administrators group suggests the possibility of other issues with the default security setup being modified.  You might also consider getting the assistance of a local consultant (SAS Professional Services or a partner) to review your environment.
