Variables declared by %global ... Are they accessible by other users' sessions? Or only sessions for the user who declared it global?

They are accessible in the users session, only.

Only for the session where the %GLOBAL statement is run, not any other. The only exception to this are SAS system automatic macro variables which you can see by printing them. User global macro variables defined in the session are added as well:

%put _global_;
